The engine's true identity has been confirmed by John O. May and Ian Birnie:
"The locomotive in the picture is a Baldwin 4-6-0, standard gauge, of the Hawaii Consolidated Railway. It's #121, and is the engine that was caught on Bayfront the morning of the April , 1946, tsunami."
